General Practice Department (OSMS)

About the Department

The General Practice Department operates within the framework of GVOFMC (Guaranteed Volume of Free Medical Care) and OSMS (Mandatory Social Health Insurance).

A patient’s initial visit is conducted by a therapist/general practitioner and includes:

• collection of complaints and medical history;

• physical and instrumental examination;

• review of medical documentation;

• establishment of a preliminary diagnosis;

• prescription of diagnostic, therapeutic, and preventive measures.

Basic Primary Health Care Package (for uninsured patients, GOBMP)

1. Emergency medical care.

2. Diagnostics, medications, inpatient and inpatient-substitute care, including rehabilitation for 11 socially significant diseases:

   • tuberculosis, HIV, chronic viral hepatitis and liver cirrhosis, malignant diseases;

   • mental and behavioral disorders;

   • rare (orphan) diseases;

   • acute myocardial infarction (up to 6 months); strokes (up to 1 year);

   • degenerative diseases of the nervous system, demyelinating CNS diseases, epilepsy.

3. Screenings for cardiovascular diseases, diabetes, glaucoma, viral hepatitis B and C, breast cancer.

4. Cancer screenings (starting from the 2nd half of 2025).

5. Infectious diseases.

6. Emergency inpatient care for uninsured patients in life-threatening conditions.

7. Palliative care.

8. Provision of blood products.

Primary Health Care for Insured Patients (OSMS)

1. Diagnostics beyond GOBMP, including 24 chronic diseases:

   • liver diseases, blood and hematopoietic disorders;

   • diseases of the upper gastrointestinal tract, non-infectious enteritis and colitis, arthropathies, dorsopathies;

   • thyroid diseases, prostate hyperplasia, benign breast dysplasia;

   • non-inflammatory diseases of female genital organs, bronchopulmonary dysplasia;

   • congenital heart defects, congenital malformations, arterial hypertension, ischemic heart disease;

   • extracranial diseases of brachiocephalic arteries, heart valve lesions;

   • arrhythmias, atrial fibrillation and flutter; COPD, asthma, glomerular diseases, chronic interstitial nephritis;

   • systemic connective tissue disorders, cerebral palsy, rheumatism, diabetes mellitus.

2. Medications beyond GOBMP, including for the 24 chronic diseases.

3. Inpatient care beyond GOBMP, including for the 24 chronic diseases.

4. Inpatient-substitute care beyond GOBMP, including for the 24 chronic diseases.

5. High-tech medical care.

6. Medical rehabilitation.
